មជ្ឈមណ្ឌលឯកសារកម្ពុជា សាខាខេត្តស្ទឹងត្រែង ចាប់ផ្តើមអូសចល័ត «ផែបណ្ណាល័យបណ្ដែតទឹក» ឆ្ពោះទៅកាន់ឃុំព្រះរំកិល
នៅថ្ងៃទី២៤ ខែមិថុនា ឆ្នាំ២០២៦ ក្រុមការងារមជ្ឈមណ្ឌលឯកសារកម្ពុជា សាខាខេត្តស្ទឹងត្រែង នៃព្រះរាជបណ្ណាល័យហ្លួងម៉ែ បានចាប់ផ្តើមអូសចល័តផែបណ្ដែតទឹក ចេញពីកំពង់ផែអូរស្វាយ ឆ្ពោះទៅកាន់ទីតាំងកំពង់ផែព្រះរំកិល។ សកម្មភាពនេះត្រូវបានធ្វើឡើងដើម្បីឆ្លើយតបទៅនឹងតម្រូវការជាក់ស្តែងរបស់ប្រជាអ្នកភូមិ និងសំណូមពររបស់រដ្ឋបាលស្រុក ក្នុងការចូលរួមរៀបចំសណ្តាប់ធ្នាប់សាធារណៈ និងលើកកម្ពស់ប្រសិទ្ធភាពនៃការដឹកជញ្ជូនតាមផ្លូវទឹកនៅក្នុងមូលដ្ឋាន។
ការសម្រេចចិត្តពង្រីកទីតាំងផែថ្មីនេះ គឺជាលទ្ធផលនៃការសិក្សា និងវាយតម្លៃយ៉ាងល្អិតល្អន់រវាងអាជ្ញាធរមូលដ្ឋាន និងមជ្ឈមណ្ឌលឯកសារកម្ពុជា។ ទីតាំងគោលដៅថ្មីនេះ នឹងបង្កលក្ខណៈងាយស្រួលជាងមុនលើផ្នែកភស្តុភារកម្ម ធានាសុវត្ថិភាពខ្ពស់ក្នុងការធ្វើនាវាចរណ៍ ព្រមទាំងជួយតភ្ជាប់ប្រព័ន្ធហេដ្ឋារចនាសម្ព័ន្ធផ្លូវទឹក និងផ្លូវគោកក្នុងតំបន់ឱ្យកាន់តែមានភាពប្រទាក់ក្រឡាគ្នា។
ក្នុងដំណើរការប្រតិបត្តិការអូសចល័តផែនេះ ក្រុមការងារបច្ចេកទេសមជ្ឈមណ្ឌលឯកសារកម្ពុជា សាខាខេត្តស្ទឹងត្រែង និងអាជ្ញាធរឃុំព្រះរំកិល បានយកចិត្តទុកដាក់ខ្ពស់បំផុតលើស្តង់ដារសុវត្ថិភាព ដើម្បីធានាឱ្យបានជាដាច់ខាតនូវការការពារមិនឱ្យមានការខូចខាតណាមួយកើតឡើងជាយថាហេតុ។ ជាក់ស្ដែង ក្នុងអំឡុងពេលធ្វើដំណើរ មានឧប្បត្តិហេតុបច្ចេកទេសមួយបានកើតឡើង ដោយម៉ាស៊ីនទូកនាំមុខបានខូច ធ្វើឱ្យបាត់បង់ការគ្រប់គ្រង។ ភ្លាមៗនោះ ក្រុមការងារបានដោះស្រាយដោយភាពវៃឆ្លាត ដោយចាប់កាន់ខ្សែពួរដែលជាប់ទូកអូសនាំផ្លូវខាងមុខចេញ រួចប្រើប្រាស់ទូកខាងក្រោយចំនួន ៤គ្រឿង ជួយរុញបន្តដំណើរឆ្ពោះទៅមុខ រហូតដល់គោលដៅដោយជោគជ័យ និងសុវត្ថិភាពបំផុត។ កិច្ចការងារដ៏ស្វិតស្វាញនេះ ទទួលបានការគាំទ្រពេញទំហឹង និងការសម្របសម្រួលយ៉ាងជិតស្និទ្ធពីសំណាក់អាជ្ញាធរឃុំព្រះរំកិល។
ការបន្ថែមសាខាកំពង់ផែបណ្ណាល័យបណ្ដែតទឹកនេះ គឺជាជំហានយុទ្ធសាស្ត្រមួយដ៏សំខាន់ក្នុងការជំរុញផែនការអភិវឌ្ឍន៍សហគមន៍។ នៅពេលចូលរួមប្រតិបត្តិការពេញលេញ ផែបណ្ដែតទឹកនេះនឹងរួមចំណែកយ៉ាងសកម្មក្នុងការសម្រួលដល់ការធ្វើដំណើររបស់ប្រជាអ្នកភូមិ បម្រើដល់វិស័យទេសចរណ៍ និងជំរុញចរន្តសេដ្ឋកិច្ចក្នុងមូលដ្ឋាន។ លើសពីនេះ អ្វីដែលជាលក្ខណៈពិសេសនោះគឺ ផែបណ្ដែតទឹកនេះនឹងក្លាយជា «មជ្ឈមណ្ឌលសិក្សាថ្នាក់សហគមន៍» ដែលអនុញ្ញាតឱ្យប្រជាពលរដ្ឋ និងសិស្សានុសិស្ស អាចមកអានសៀវភៅ និងស្រាវជ្រាវបាន តាមរយៈបណ្ណាល័យចល័តខ្នាតតូចដែលផ្ទុកទៅដោយសៀវភៅជាច្រើនប្រភេទនៅទីនោះផ្ទាល់។
ជុំវិញការទទួលបានសមិទ្ធផលថ្មីនេះ លោក យ៉ាន់ ស៊ុនតក់ អាយុ៧១ឆ្នាំ ជំទប់ទីមួយឃុំព្រះរំកិល ស្រុកបុរីអូរស្វាយសែនជ័យ បានសម្ដែងការត្រេកអរជាខ្លាំងថា៖ «ខ្ញុំពិតជាសប្បាយរីករាយណាស់ ព្រោះថ្មីៗនេះយើងទើបតែសាងសង់បានកំពង់ផែពីគម្រោងអភិវឌ្ឍន៍ជនបទ ស្រាប់តែពេលនេះយើងទទួលបានផែបណ្ណាល័យបណ្ដែតទឹកមួយបន្ថែមទៀត។ ផែនេះនឹងផ្ដល់ផលប្រយោជន៍យ៉ាងច្រើនដល់ប្រជាពលរដ្ឋនៅកោះឈើទាលតូច កោះឈើទាលធំ និងកោះល្ង ដែលពួកគាត់អាចដឹកជញ្ជូនសម្ភារៈ ឬទំនិញពីទីរួមខេត្តយកទៅបណ្តាកោះនានាបានងាយស្រួលជាងមុន។ សម្រាប់អាជ្ញាធរ មានភាពងាយស្រួលដែរ ព្រោះកន្លងមកយើងតែងតែប្រឡាក់ភក់ទន្លេពេលធ្វើដំណើរតាមផ្លូវទឹក»។ លោកជំទប់ទីមួយ បានបន្តទាំងក្តីសង្ឃឹមលើការអប់រំរបស់កុមារថា៖ «សម្រាប់សិស្សានុសិស្ស ជារៀងរាល់ថ្ងៃខ្ញុំតែងឃើញពួកគេមកលេងនៅកំពង់ផែនេះ។ នៅពេលមានផែបណ្ណាល័យបណ្ដែតទឹកបែបនេះ ពួកគេនឹងមានឱកាសយកសៀវភៅទាំងនេះមកអាន»។
ទាក់ទិននឹងការគ្រប់គ្រង និងថែទាំ លោក យ៉ាន់ ស៊ុនតក់ បានបញ្ជាក់ពីផែនការច្បាស់លាស់ថា៖ «ដើម្បីងាយស្រួលក្នុងការឆ្លងទៅកាន់ឃុំអូរស្វាយ ឬទៅកាន់បណ្តាកោះនានា ខ្ញុំផ្ទាល់ចង់បានទូក និងម៉ាស៊ីនមួយគ្រឿងទៀត។ យ៉ាងណាមិញ នៅពេលឃុំទទួលបានផែនេះ យើងនឹងរៀបចំគណៈកម្មការម្នាក់ទៅពីរនាក់ដើម្បីមើលថែទាំ ព្រោះសម្ភារៈនេះអណ្តែតលើទឹក ពេលមានភ្លៀង មានខ្យល់ ឬទឹកឡើងស្រក គឺត្រូវតែមានអ្នកតាមដានថែទាំ ជាពិសេសគឺការធ្វើអនាម័យបរិស្ថាននៅជុំវិញបរិវេណផែ»។ ជាចុងក្រោយ លោកបានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅថា៖ «ដើមឡើយ ឃុំព្រះរំកិលមិនមានឈ្មោះក្នុងគម្រោងដែលត្រូវទទួលបានផែនេះទេ ប៉ុន្តែពេលនេះយើងទទួលបាន ខ្ញុំសូមថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅដល់លោកអភិបាលស្រុក មជ្ឈមណ្ឌលឯកសារកម្ពុជា សាខាខេត្តស្ទឹងត្រែង ក្រោមការឧបត្ថម្ភពីភ្នាក់ងារសហប្រតិបត្តិការ និងអភិវឌ្ឍន៍អន្តរជាតិតួកគី (TIKA) និងស្ថានទូតតួកគី ប្រចាំនៅព្រះរាជាណាចក្រកម្ពុជា។ ខ្ញុំមានមោទនភាពយ៉ាងក្រៃលែង ដែលនេះជាលើកទីមួយហើយដែលឃុំយើងទទួលបានផែបណ្ណាល័យបណ្ដែតទឹកបែបនេះ»។
ចំណែកលោក ឡុង ស៊ីណារ៉ុង អាយុ៣៧ឆ្នាំ ជាប្រជាជនប្រកបរបរនេសាទ និងធ្វើស្រែចម្ការ បច្ចុប្បន្នរស់នៅភូមិក្រោម ឃុំព្រះរំកិល បានចែករំលែកអារម្មណ៍ផ្ទាល់ខ្លួនថា៖ «ខ្ញុំពិតជាមានភាពសប្បាយរីករាយជាខ្លាំងនៅពេលដែលទទួលបានផែបណ្ណាល័យបណ្ដែតទឹកបែបនេះ ព្រោះវាផ្ដល់ភាពងាយស្រួលដល់អ្នកភូមិ។ ដូចជារូបខ្ញុំផ្ទាល់ គឺអាចមកចតទូក អាចមកអង្គុយលេងសម្រាក និងអានសៀវភៅបាន។ ក្នុងនាមជាអ្នកភូមិម្នាក់ ខ្ញុំនឹងចូលរួមថែរក្សាផែនេះឱ្យបានល្អ ហើយសូមអរគុណដល់អាជ្ញាធរឃុំ ស្រុក និងមជ្ឈមណ្ឌលឯកសារកម្ពុជា សាខាខេត្តស្ទឹងត្រែង ដែលបានផ្តល់ផែនេះដល់សហគមន៍របស់យើង»។
ដោយឡែក យុវតី អ៊ឺង វណ្ណលីដា និង គឹម ឈូឈូ អាយុ ១១ឆ្នាំ ជាសិស្សថ្នាក់ទី៥ «ក» នៃសាលាបឋមសិក្សាព្រះរំកិល បាននិយាយទាំងស្នាមញញឹមរំភើបថា៖ «នៅពេលភូមិរបស់ខ្ញុំមានបណ្ណាល័យបណ្ដែតទឹក ពួកខ្ញុំពិតជាមានអារម្មណ៍ថាសប្បាយចិត្តជាខ្លាំង ព្រោះផែនេះមានសៀវភៅសមល្មមដែលអាចឱ្យពួកខ្ញុំមកអង្គុយអានបាន។ ពួកខ្ញុំនឹងចូលរួមថែរក្សាផែនេះ តាមរយៈការជួយសម្អាតបរិស្ថានជុំវិញផែ។ ប្រសិនបើមានកម្មវិធីបង្រៀននៅលើផែនេះ ពួកខ្ញុំទាំងពីរនាក់ចង់រៀនសូត្រពីប្រវត្តិសាស្ត្ររបស់ប្រទេសកម្ពុជាយើងខ្លាំងណាស់»។
Stung Treng Documentation Center: Deploys «Floating Library» to Preah Rumkel Commune
On June 24, 2026, the team from the Documentation Center of Cambodia (DC-Cam) Stung Treng Branch, an affiliate of the Queen Mother Library, began towing a floating pier from O’Svay port to its new destination at Preah Rumkel port. This initiative was undertaken to respond to the practical needs of local villagers and requests from the district administration to improve public order and enhance local water transport efficiency. The decision to expand to this new location follows a careful study and evaluation conducted jointly by local authorities and DC-Cam. The new target site will offer better logistics, ensure high safety for navigation, and create seamless connectivity between the region’s waterway and land transport infrastructures.
During the towing operation, the technical team from DC-Cam Stung Treng and Preah Rumkel commune authorities prioritized strict safety standards to prevent any accidental damage. An unexpected technical mishap occurred mid-journey when the engine of the leading boat failed, causing a temporary loss of control. However, the team responded quickly and resourcefully by securing the ropes connected to the broken lead boat and deploying four rear boats to push the floating pier forward, successfully and safely reaching its destination. This challenging endeavor received the full support and close coordination of the Preah Rumkel commune authorities.
This floating library pier represents a major strategic milestone for community development. Once fully operational, it will facilitate local travel for villagers, support the local tourism sector, and stimulate the community’s economic flow. More importantly, it will serve as a “Community Learning Center” where residents and students can read and conduct research using an on-site mobile library stocked with diverse books.
Regarding this achievement, Mr. Yan Suntok, 71, First Deputy Chief of Preah Rumkel Commune, Borei O’Svay Sen Chey District, expressed great joy, stating: “I am incredibly happy. We just recently built a pier through a rural development project, and now we have received an additional floating library pier. This pier will immensely benefit residents from Koh Chheu Teal Touch, Koh Chheu Teal Thom, and Koh Lngo, making it much easier for them to transport goods and materials from the provincial town to various islands. It also makes things easier for local authorities, as we used to get covered in river mud when traveling by water.” He added with hope for the children’s education: “For the students, I always see them playing around the pier every day. Now that we have this floating library pier, they will have the opportunity to pick up these books and read.”
Concerning management and maintenance, Mr. Yan Suntok outlined a clear plan: “To make commuting to O’Svay commune or other islands easier, I personally hope to secure another boat and engine. Nonetheless, now that the commune has received this pier, we will establish a committee of one or two people to maintain it. Since it floats on water, someone must constantly monitor it during wind, rain, or changing water levels, particularly to manage environmental sanitation around the pier area.” He concluded with words of gratitude: “Originally, Preah Rumkel commune was not included in the project plan to receive this pier, but now we have it. I would like to express my deepest gratitude to the District Governor, DC-Cam Stung Treng Branch, and the sponsors: the Turkish Cooperation and Coordination Agency (TIKA) and the Embassy of the Republic of Türkiye to the Kingdom of Cambodia. I am immensely proud that this is the first time our commune has received a floating library pier.”
Meanwhile, Mr. Long Sinarong, 37, a local fisherman and farmer from Krom Village, Preah Rumkel Commune, shared his thoughts: “I am very joyful to see this floating library pier here because it brings great convenience to the villagers. For instance, I can come here to dock my boat, sit down to rest, and read books. As a villager, I will do my part to take good care of this pier. I want to thank the commune and district authorities, as well as DC-Cam Stung Treng, for bringing this asset to our community.”
Additionally, Eng Vanlida and Kim Chouchou, both 11 years old and Grade 5 ‘A’ students at Preah Rumkel Primary School, said with excited smiles: “We are so happy that our village now has a floating library because it has plenty of books for us to sit and read. We will help look after the pier by keeping the surrounding environment clean. If there are any teaching programs hosted on this pier, both of us would love to come and learn about Cambodian history!”
