Kokor commune is one of the 15 communes in Kampong Siem district, Kampong Cham province. It consists of four villages: Chamkar Samsep, Kokor 1, Kokor 2, and Kampong Krabei. Geographically, Kokor commune is located along the Mekong River, approximately 15 kilometers from Kampong Cham provincial town.

During the Khmer Rouge regime, Kokor commune was home to three execution and detention sites:

1. The rice fields near the Kokor dam

2. A tobacco-curing kiln

3. The Kokor security office, located on the grounds of present-day Kokor Pagoda

Between 1977 and 1978, after Khmer Rouge cadres from the Southwest Zone arrived to take control of Kokor commune, the arrest, detention, and execution of local cadres and civilians increased dramatically. Some local residents were sent to be killed in the rice fields near the Kokor dam, while local cadres and individuals suspected of having ties to them were arrested, detained, and executed at the Kokor security office.

During that period, many ethnic Cham Muslim families from Chamkar Samsep and Kampong Krabei villages were arrested and sent to the tobacco-curing kiln and the Kokor security office. According to local memories and testimonies, hundreds of victims lost their lives at these locations.

In mid-1978, the Kokor security office ceased operations as a detention facility and was instead repurposed as a warehouse for storing equipment and rice.
