និងការជ្រើសរើសជាសមាជិកគណៈកម្មាធិការបោះឆ្នោត
យោងតាមលិខិតអញ្ជើញរបស់រដ្ឋបាលស្រុកបុរីអូរស្វាយសែនជ័យ ចុះថ្ងៃទី០៤ ខែកញ្ញា ឆ្នាំ២០២៦ ត្រូវនឹងថ្ងៃសុក្រ ៧រោច ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ក្រោមអធិបតីភាពរបស់ក្រោមលោកស្រី បូរ ខាំតង ប្រធានក្រុមប្រឹក្សាស្រុក និង លោក ផាន់ យុត អភិបាលនៃគណៈអភិបាលស្រុកបុរីអូរស្វាយសែនជ័យ។ ខ្ញុំបាទស្រេង លីដា ក្នុងនាមជាតំណាងអង្គការមជ្ឈមណ្ឌលឯកសារកម្ពុជា បានអញ្ជើញចូលរួមក្នុងកិច្ចប្រជុំផ្សព្វផ្សាយសេចក្តីណែនាំលេខ ០៣៧ សណន ចុះថ្ងៃទី០៣ ខែតុលា ឆ្នាំ២០១៩ ស្តីពីនីតិវិធីនៃការបោះឆ្នោតជ្រើសរើសប្រធានការិយាល័យប្រជាពលរដ្ឋក្រុង ស្រុក ខណ្ឌ ដែលបានប្រព្រឹត្តទៅនៅថ្ងៃចន្ទ ១០រោច ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី០៧ ខែកញ្ញា ឆ្នាំ២០២៦ វេលាម៉ោង ៧:៣០នាទីព្រឹក នៅសាលប្រជុំសាលាស្រុកបុរីអូរស្វាយសែនជ័យ ខេត្តស្តឹងត្រែង។
នៅក្នុងឱកាសនោះ រដ្ឋបាលស្រុកបានរៀបចំការបោះឆ្នោតជ្រើសរើសតំណាងអង្គការសង្គមស៊ីវិល និងសហគមន៍ ដើម្បីចូលរួមជាសមាសភាពសមាជិកក្នុង «គណៈកម្មាធិការបោះឆ្នោត» សម្រាប់បោះឆ្នោតជ្រើសរើសប្រធានការិយាល័យប្រជាពលរដ្ឋស្រុកបុរីអូរស្វាយសែនជ័យនាពេលខាងមុខ។ កិច្ចដំណើរការបោះឆ្នោតជ្រើសរើសតំណាងនេះបានប្រព្រឹត្តទៅចំនួន ២ លើក យ៉ាងស្វិតស្វាញ និងប្រកបដោយតម្លាភាព ដោយនៅក្នុងការបោះឆ្នោតលើកទី១ ខ្ញុំបាទទទួលបានសំឡេងគាំទ្រចំនួន ៤ សំឡេង ដែលក្នុងនោះមានបេក្ខជនចំនួន ១ រូប ត្រូវបានជ្រើសរើសជាប់ភ្លាមៗព្រោះទទួលបាន ៥សំឡេង ឯបេក្ខជនចំនួន ៣ រូបទៀត រួមទាំងរូបខ្ញុំបាទ ទទួលបានសំឡេងគាំទ្រស្មើគ្នាគឺ ៤ សំឡេង ដូចៗគ្នា ដែលតម្រូវឱ្យមានការរៀបចំការបោះឆ្នោតសារជាថ្មីលើកទី២។ ឈានដល់ការបោះឆ្នោតលើកទី២ ជុំផ្តាច់ព្រ័ត្រ ខ្ញុំបាទទទួលបានសំឡេងគាំទ្រកើនឡើងរហូតដល់ ៩ សំឡេង ហើយជាលទ្ធផល បេក្ខជនចំនួន ២ រូប ដែលទទួលបានសំឡេងគាំទ្រខ្ពស់ជាងគេ និងស្មើគ្នាគឺ ៩ សំឡេង រួមទាំងរូបខ្ញុំបាទ ត្រូវបានប្រកាសជាប់ជាផ្លូវការជាតំណាងអង្គការសង្គមស៊ីវិល និងសហគមន៍។
សរុបមក ផ្អែកលើលទ្ធផលនៃការបោះឆ្នោតទាំង ២ ជុំខាងលើ ខ្ញុំបាទ ស្រេង លីដា តំណាងឱ្យអង្គការមជ្ឈមណ្ឌលឯកសារកម្ពុជា ត្រូវបានជ្រើសរើសជាផ្លូវការឱ្យធ្វើជា «តំណាងអង្គការសង្គមស៊ីវិល» នៅក្នុងសមាសភាពគណៈកម្មាធិការបោះឆ្នោត ដោយទទួលបានសំឡេងគាំទ្រចំនួន ៩ សំឡេង នៅក្នុងការបោះឆ្នោតលើកទី២។ កាតព្វកិច្ច និងភារកិច្ចរបស់ខ្ញុំបាទបន្ទាប់ពីនេះ គឺចូលរួមបោះឆ្នោតជ្រើសរើសប្រធានការិយាល័យប្រជាពលរដ្ឋស្រុកបុរីអូរស្វាយសែនជ័យឱ្យបានត្រឹមត្រូវ និងតម្លាភាពបំផុត ហើយបន្ទាប់ពីដំណើរការបោះឆ្នោតជ្រើសរើសប្រធានការិយាល័យប្រជាពលរដ្ឋត្រូវបានបញ្ចប់ជាស្ថាពរ តួនាទីរបស់ខ្ញុំបាទក្នុងនាមជាសមាជិកគណៈកម្មាធិការបោះឆ្នោតនេះក៏នឹងត្រូវបញ្ចប់។ ខ្ញុំបាទសូមសម្តែងនូវការអរគុណយ៉ាងជ្រាលជ្រៅចំពោះលោកស្រី បូរ ខាំតង ប្រធានក្រុមប្រឹក្សាស្រុក និង លោក ផាន់ យុត អភិបាលនៃគណៈអភិបាលស្រុកបុរីអូរស្វាយសែន ជាពិសេសម្ចាស់សន្លឹកឆ្នោតទាំងអស់សម្រាប់ទំនុកចិត្ត និងការគាំទ្រ ហើយខ្ញុំបាទសូមប្តេជ្ញាចិត្តថានឹងបំពេញភារកិច្ចជាសមាជិកគណៈកម្មាធិការបោះឆ្នោតនេះឱ្យបានល្អ និងត្រឹមត្រូវបំផុត ដើម្បីលើកកម្ពស់កិត្តិយសជូនអង្គការមជ្ឈមណ្ឌលឯកសារកម្ពុជា និងសង្គមជាតិយើងទាំងមូល។
Results of Participating in the Meeting on Procedures for the Election of the Head of the Ombudsman Office for Municipalities, Districts, and Khans, and the Selection of Electoral Committee Members
According to the invitation letter from the Borei O’Svay Sen Chey District Administration dated September 04, 2026, corresponding to Friday, 7th Waning Moon of Sravana, Year of the Horse, Eighth Year of the Decennial Cycle, B.E. 2570, under the presidency of Mrs. Bor Khamtong, Chairwoman of the District Council, Mr. Phan Yut, Governor of the Board of Governors of Borei O’Svay Sen Chey District. I, Sreng Lyda, as a representative of the Documentation Center of Cambodia, attended the dissemination meeting on Guideline No. 037 S.N.N., dated October 03, 2019, on Procedures for the Election of the Head of the Ombudsman Office for Municipalities, Districts, and Khans, which took place on Monday, 10th Waning Moon of Sravana, Year of the Horse, Eighth Year of the Decennial Cycle, B.E. 2570, corresponding to September 07, 2026, at 7:30 AM at the meeting hall of Borei O’Svay Sen Chey District Hall, Stung Treng Province.
On that occasion, the District Administration organized an election to select civil society organization (CSO) representatives to serve as members of the “Electoral Committee” for the upcoming election of the Head of the Ombudsman Office of Borei O’Svay Sen Chey District. The voting process to select these representatives was conducted twice, with intense competition and transparency. In the first round of voting, I received 4 votes. One candidate was elected immediately as they received 5 votes, while three other candidates, including myself, received an equal number of 4 votes each, which required a second round of voting. Moving into the second and final round, my support increased to 9 votes. As a result, two candidates who received the highest and equal number of 9 votes, including myself, were officially declared elected as CSO representatives.
In conclusion, based on the results of the two voting rounds above, I, Sreng Lyda, representing the Documentation Center of Cambodia, was officially selected to serve as a “Civil Society Organization Representative” on the Electoral Committee by receiving 9 votes in the second round of voting. My obligation and duty after this are to participate in electing the Head of the Ombudsman Office of Borei O’Svay Sen Chey District accurately and with maximum transparency. Once the process of electing the Head of the Ombudsman Office is fully completed, my role as a member of this Electoral Committee will also come to an end. I would like to express my deepest gratitude to Mrs. Bor Khamtong, Chairwoman of the District Council, Mr. Phan Yut, Governor of the Board of Governors of Borei O’Svay Sen Chey District, and all voting members for their trust and support. I commit to performing my duties as a member of this Electoral Committee to the best of my ability and integrity, to uphold the honor of the Documentation Center of Cambodia and our society as a whole.
