នៅថ្ងៃទី៨ ខែសីហា ឆ្នាំ២០២៨ ក្រុមការងារស្ថាបត្យកម្មព្រះរាជបណ្ណាល័យហ្លួងម៉ែ និងក្រុមការងារមជ្ឈមណ្ឌលឯកសារកម្ពុជា ខេត្តស្ទឹងត្រែង ចូលរួមប្រជុំពិភាក្សាការងារជាមួយថ្នាក់ដឹកនាំរដ្ឋបាលក្រុងស្ទឹងត្រែង ដែលដឹកនាំដោយ លោក លី មីណា អភិបាលនៃគណៈអភិបាលក្រុងស្ទឹងត្រែង ព្រមទាំងមានការចូលរួមពី លោក សំ ប៊ុនធិន អភិបាលរងក្រុង និង លោក ជ្រីម ម៉េងហុង នាយករដ្ឋបាលក្រុង។
ក្នុងឱកាសបើកជំនួបប្រជុំ លោក ស៊ាង ចិន្ដា នាយកមជ្ឈមណ្ឌលឯកសារកម្ពុជា សាខាខេត្តស្ទឹងត្រែង បានគូសបញ្ជាក់អំពីគោលបំណងចម្បងៗចំនួន៣នៃជំនួបនេះ រួមមាន៖
១) វឌ្ឍនភាពគម្រោង និងសុវត្ថិភាពសំណង់៖ តាមដាន និងពិនិត្យវឌ្ឍនភាពនៃគម្រោងសាងសង់ «ព្រះសារមន្ទីរ» (ដែលជាគម្រោងកែលម្អអតីតព្រះរាជដំណាក់ឱ្យក្លាយជាសារមន្ទីរ) ព្រមទាំងពិភាក្សាអំពីវិធានការបច្ចេកទេសក្នុងការថែរក្សាលំនឹង និងសុវត្ថិភាពអគារនៅក្នុងរដូវវស្សានេះ។
២) ការជ្រើសរើសក្រុមហ៊ុនបច្ចេកទេស៖ ពិភាក្សា និងវាយតម្លៃលើបេក្ខភាពក្រុមហ៊ុនស្ថាបត្យកម្ម និងសំណង់ ដែលត្រូវជ្រើសរើសសម្រាប់ការសិក្សាស្រាវជ្រាវ និងវាយតម្លៃលើគ្រឹះសំណង់។
៣) កិច្ចការងារមនុស្សធម៌ និងសង្គម៖ ការប្រគល់រទេះរុញ ជូនដល់រដ្ឋបាលក្រុងស្ទឹងត្រែង ដើម្បីឆ្លើយតបទៅតាមតម្រូវការជាក់ស្ដែងរបស់ប្រជាពលរដ្ឋក្នុងមូលដ្ឋាន។
បន្ទាប់មក លោក ទិត្យ សត្យាវង្ស ប្រធានក្រុមស្ថាបត្យករនៃព្រះរាជបណ្ណាល័យហ្លួងម៉ែ បានរៀបរាប់លម្អិតអំពីលទ្ធផលនៃការជួបប្រជុំកន្លងមកជាមួយក្រុមហ៊ុនស្ថាបត្យកម្ម និងសំណង់ អំពីគម្រោងសាងសង់ «ព្រះសារមន្ទីរ» និងបានលើកយកលក្ខណៈសម្បត្តិបច្ចេកទេសនៃក្រុមហ៊ុនស្ថាបត្យកម្ម និងសំណង់ដែលត្រូវបានជ្រើសរើស មកធ្វើការពិភាក្សា និងផ្លាស់ប្ដូរយោបល់។
ជាកិច្ចឆ្លើយតប លោក លី មីណា អភិបាលក្រុងស្ទឹងត្រែង បានសម្តែងនូវការគាំទ្រយ៉ាងពេញទំហឹងចំពោះដំណើរការ និងការសម្រេចចិត្តជ្រើសរើសក្រុមហ៊ុនស្ថាបត្យកម្ម និងសំណង់ ដោយក្រុមការងារស្ថាបត្យកម្មនៃព្រះរាជបណ្ណាល័យហ្លួងម៉ែ សម្រាប់គម្រោងសាងសង់ព្រះសារមន្ទីរនេះ។ លើសពីនេះទៀត លោក លី មីណា បញ្ជាក់បន្ថែមថារដ្ឋបាលក្រុងស្ទឹងត្រែង នឹងផ្ដល់ក្រុមការងារបច្ចេកទេសរបស់រដ្ឋបាលក្រុង ដើម្បីចូលរួមសហការ និងជួយគាំទ្រដល់រាល់កិច្ចដំណើរការដែលចាំបាច់ ដើម្បីឲ្យគម្រោងនេះប្រព្រឹត្តទៅដោយរលូន និងទទួលបានជោគជ័យ។
On August 8, 2028, the architectural team of the Queen Mother Library and the team of Stung Treng Documentation Center attended the meeting with the Stung Treng Municipal Administration, led by Mr. Ly Mina, Governor of Stung Treng Municipality. The meeting was also attended by Mr. Sam Bunthin, Deputy Governor of Stung Treng Municipality, and Mr. Chreim Menghong, Director of Municipal Administration.
At the opening of the meeting, Seang Chenda, Director of the Stung Treng DC, outlined the three main objectives of the meeting:
1) Project progress and construction safety: To monitor and review the progress of the “Preah Sar Museum” construction project, which involves renovating the former Royal Residence into a museum, and to discuss technical measures for maintaining the structural stability and safety of the building during the current rainy season.
2) Selection of a technical company: To discuss and evaluate candidate architectural and construction companies to be selected to conduct research, technical studies, and an assessment of the building’s foundation.
3) Humanitarian and social activities: To provide wheelchairs to the Stung Treng Municipal Administration in response to the actual needs of local residents.
Following this, Tith Satyavong, a team leader of the Queen Mother Library Architecture, provided a detailed account of the team’s previous meeting and discussions with architectural and construction companies regarding the “Royal Museum” Project. He also presented and discussed the technical qualifications and capabilities of the architectural and construction company selected for the project, allowing the participants to exchange views and recommendations.
In response, Mr. Ly Mina, Governor of Stung Treng Municipality, expressed his full support for the process and the decision by the architectural team of the Queen Mother Library to select the architectural and construction company for the museum project. Furthermore, Mr. Ly Mina stated that the Stung Treng Municipal Administration would provide a technical team to collaborate with and support all necessary processes, with the aim of ensuring that the project proceeds smoothly and is successfully completed.
