The
Associate Advisors (TAA) of the Documentation Center of Cambodia
(DC-Cam) are a group of renowned experts with recognized and relevant
knowledge, experience, and skills who provide advice to the Director
of DC-Cam and through him to the Board of Directors of DC-Cam.
Although their advice is mainly restricted to issues related to
research and analysis, TAAs with specific and recognized experience in
other fields (e.g. the legal field, fundraising or dissemination of
information to wider audiences) may on occasion provide advice in the
areas of their expertise. All TAAs provide their services on a
voluntary basis.
The
DC-Cam is indebted to them for their valuable services but does not
have the resources to compensate them.
Tasks of the TAA
The
TAAs can advise on the subjects, methods, content, and progress of
research that concerns or partly concerns DC-Cam archives (Article 1).
The
DC-Cam director can request all advisors or individual advisors to
give advice on specific issues or topics. In addition advisors are
free to provide unsolicited advice on issues or topics to which they
feel they can make a contribution.
It
is left to the discretion of the Director of DC-Cam and the Board of
Directors of DC-Cam to determine whether and how the TAA’s advice is
utilized.
The
TAA’s advice or that of its members individually is never binding.
All
advisors are appointed, and advise in, their individual capacities,
and not as representatives or agents of any outside institutions or
organizations.
Any
contract or agreement entered into between the DC-Cam and an associate
advisor to provide any other services to the DC-Cam shall be made
known to the other members of the TAA.
Appointment of members
The
Board of Directors of DC-Cam appoints TAA’s upon nomination by the
Director of DC-Cam.
The
appointment requires a normal majority vote of the members of the
Board of Directors of DC-Cam.
Duration
Members of the TAA are appointed simultaneously for a term of two
years (present term January 1, 2004-December 31, 2005), with the
exception of members that are interim appointments.
Article 3 applies to TAAs appointed on an interim basis.
An
interim appointment of a member will be effective for the remaining
duration of the term of appointment of the other members of the TAA.
Article 3 applies to the reappointment of a member of the TAA.
Obligations
All
privileged and confidential information and documentation provided to
TAAs by the Director of DC-Cam must be treated as such. TAAs are not
allowed to divulge such information without the prior express and
written consent of the Director of DC-Cam.
All
announcements made by DC-Cam staff, as well as all documents, research
articles and papers, and/or any other data of any kind under DC-Cam’s
control that are regarded as confidential by DC-Cam or as to which a
TAA member otherwise knows or should know are confidential, shall be
treated by the TAA member as such.
Neither the TAA nor any of its members are allowed to make any
“public” announcement, oral or in writing, on behalf of DC-Cam without
the prior express written consent of the Director of DC-Cam.
Access to DC-Cam
All
guidelines in effect regarding access to DC-Cam archives apply in full
and without exception to members of the TAA.
Expenses
Members of the TAA pay for all the expenses they make on behalf of
their membership, unless the Director of DC-Cam has declared in
writing that certain expenses will be remunerated by the DC-Cam.
No
claim can be made to any remuneration of expenses made by a member on
behalf of his membership before the receipt of the declaration in
writing from the Director of DC-Cam as per subsection (a).
